A rune which converts 8% pre-mitigation damage to true damage. Assuming there aren't any hidden factors involved, let's do the math.

Let's say you deal 1000 HP pre mitigation damage to a tank such as Sion, you get 1000 x 0.80 = 80.

That's a literal 800 HP true damage pulled off an entire 1000 HP rotation AFTER gaining 5 stacks of Conqueror on a champion.

Let's say on a tank with 200+ armour which takes 1000 HP pre-mitigation damage from a champion such as Tryndamere, 80HP of the damage would get converted to true damage by Conq, while remaining 900 HP post mitigation damage will be further reduced by armour. You likely won't even be doing the supposed to 1000 HP damage after all the reduction even after applying conqueror.

Get your heads out of your asses. Tanks aren't under performing due to Conq's existence. Conqueror isn't even the first reason tanks don't perform well. Conq is only worth the bonus AD/AP you receive along with maybe the healing in the very late game. When it comes to laning even PTA far outclasses it on most champs.

Tanks under perform because their items don't throw CDR at their faces like every mage/assassin/bruiser item and because they don't even have significant powerspikes in game. On top of that, I haven't seen a single tank receive a defense buff over the last year while every change given to every tank from Sejuani to Maokai have been offense buffs in hopes of making them viable.

Its not like mages shit on tankd because all the mr items are shitty but they have pen boots void staff and oblivion orb, while all mr items give is 55 mr for one completed item, while armor gives atleast 80 ;)
