They'd rather ADs spent their gold on BotRK, so they focused it to being more viable for AA mages. But yes, a nerf.
That doesn't really look like a nerf to me.
interesting. Well in most of the cases were I get Gunblade instead of BorK I think I prefer the 15 AP over 5 AD.

Looks like Riot wants to lower Akali's sustain by lowering the AD (passive grants increased spellvamp based on bonus AD) and lifesteal on Gunblade. At the same time, Riot is providing a small bit of compensation for Akali by increasing the total amount of AP she gets, which slightly increases the damage of her abilities (not including the mark of her Q of course) and gives her autoattacks very, very, very, very, very slightly higher damage (courtesy of her passive and the Arcane Blade master) if she builds full glass cannon at max level (not sure if this applies at lower levels and with a non-glass cannon build).
