Some people, for whatever reason, decide that rather than playing the game, they are going to cheat. Maybe they can't stand losing, maybe they get a kick out of beating people who have no chance against them, maybe they think they lose "unfairly" thinking themselves better than they are, maybe they are just jerks, whatever.
It is unfortunate but there is a history of cheating in video games in different forms. For example like what Bunies (NA) mentioned, there is aimbotting, an old one where a cheater uses a program to aim at the enemy players for them. What has come up in League is scripting, where people pay someone for a program, called a script, that plays the game for them. It's unfair because they cheater gets an advantage, and can compete and beat others without ever practicing and learning how to play and can beat you for no reason.
