Thunderlord's Decree

Is there any nerf or preferably a removal on the horizon? Ever game I go into these days 50% or more of the players are using this broken keystone. Keystones were meant to bring in a huge change and make the games so diverse that it was never really the same game twice. But when all you see is that one keystone it feels like you did the complete opposite. The potential was great to begin with but it makes every champion stupidly overpowered.
