here is long story short: because it provided no reward for junglers rather than raw stats. for eg juggernaut enchantment gave tons of health and 10 cdr but they shifted it to cinderhulk as it provides the tanky junglers to clear out camps faster and do DOT AOE damage to surrounding monsters. Runeglave gives that aoe to clear jungles and is much useful for ap junglers. JAG gave much more insight you shud definitely check out
