Banning Lucian is Important

I just realized after looking at champion.gg that lucian is the most played ADC followed by ezreal and vayne. I honestly wonder if it may be a good idea to ban lucian. Not because he is op, but instead because he is the most played it would be like banning out half of the entire player base that plays ADC.

Ideas? What other champions in other roles are most played? I feel like you don't have to always ban out OPs because you could probably do better banning out an entire group of players by banning a champion like lucian.
