"Ultimately, we want a player’s impact to come from the decisions they make and the actions they take in-game. Masteries supplement that power, but over time the amount of power they bring has crept up. We like the gameplay that is created by impactful Keystone masteries, but we’re looking to trim some of the invisible power from masteries which only provide passive stats."

So that's why 18 patches later runes with overloaded stats were implemented with big dick damage like Coup de Grace (lowest tier rune btw) giving 7% more damage to low hp targets (40%) with an added affect of gaining 9 bonus AD or 15 AP on takedown compared to the old mastery Merciless giving 3% increased damage to low hp targets.

Or Celerity which could've just been 3% movement speed but wasn't fulfilling enough because fuck you lets have more damage (9.6% ad 16% ap adaptive based on bonus movement speed)

Or Absolute focus giving you 24 AD or 40 AP until an enemy clicks on you once because there couldn't have been different options that didn't have to do with damage.

Or Water-walking that could be a nice little rune that just gives 25 movement speed in river, oh no that would be incomplete without 18 AD/30 AP

Free stats not enough? Don't worry just punch them in the dick and set em on fire with extra ability damage through scorch (20-60 magic damage) and cheap shot (15-40 true damage)

Unique use of vision in the middle of the domination tree? Nah I'll just take damage and free stats instead with eyeball collection (30 AP 18 AD)

There's probably a few runes I missed but we all get it

The only real decision we have to make this season is in champ select.

The missing stats of the old runes were factored into the new rune system. So instead of needing to equip runes AND masteries, they're bundled into the runes reforged.

On the surface they look overloaded because a player may only equip a maximum of 6. Whereas in the old system you had 30 slots, for runes, (that you basically ran more or less the same type of rune per category) and 30 mastery points to equip.

If anything it's more masteries than runes. A lot of the new runes have damage multipliers but have relatively low base states. Like The Brazen Perfect, Uncontestible Spellsplinger, and Merciless Elite. Then they have runes that have scalar stats like Eyeball Collection, The Hunter Row, Gathering Storm, Legend, Overgrowth.

And if you recall there were masteries like, spell/blade weaving, that granted 1% per basic attack up to 5% and 1% per ability landed up to 5%, then paired with stuff like Havoc, that granted 5% overall damage output or whatever. Things like Double Edge Sword that granted 5% output with 2.5% input. A lot of it is just combined into a more general rune.

Overall it's more of an amalgamation of all the runes, flat and scalar,and masteries.
