It used to be you were the bodyguard shutting people down when you E'd Now you are just giving them a hug...
Ya I dashed into a Shaco forgetting I get no knockup and he may or may not have accidentally stabbed me several times.

In the game he probably just smiled at you and thought
Look like someone is in the wrong neighborhood. and then shanked you to death.

That might make the Shurima Shuffle a little too reliable if you can just dash directly past your opponent. Then again, your opponent would still have time to react though. Much more reliably than when his E had a knockup.
I'd say it would make the Shurima Shuffle INCREDIBLY difficult to pull off while properly managing your soldiers, actually.
The only way to properly do a Shurima Shuffle is by landing on top of the champ. Too far past the champ and you'll get the single bounce back if none at all, you'd just be repositioning and putting a wall in between you. Too far ahead and you'll just wiff ult.
Overall the problem with this means that to do the Shurima Shuffle you have to place your soldier where you will be a moment from now, which, 2 moments from now, the enemy champions WILL NOT be. In other words, you can't actually capitalize on the knock back whatsoever because your Q will be on cool down, and getting in range to place a soldier is usually pretty risky directly afterwards because now your E is on cool down as well.
As it is currently, if you pay attention to your opponents CDs and with proper timing, the Shurima Shuffle functions more or less the same. The opponent just has time to react, which, as much as I hate to say it, is better for the game in the long run.
I only played Azir a couple times when he was free. Can you use his E to dash to friendlies?
No it dashes you to one of your Sand Soldiers only. You can move the soldiers with Q before or during the E dash to change direction too if you're quick.
Okay so E is now strictly a mobility spell? Maybe they will give it a very small cd buff if that is the case.
E is pointless. It doesn't hit anything, doesn't give you the shield, and does no meaningful damage. In fact, now that they've completely ruined all of his scaling he does no damage at all until level 16, which is bullshit considering you can't usually survive until that point now. Basically everyone in the game outscales him. Nami mid outscales him (I'm serious). It's pathetic. How, after the debacle of 5.3, did they think this would be a good change for this champion? The W change and CDR passive nerf is much bigger than people realized at first. Not having CDR means having Q be on cooldown for years, but if you focus on CDR then you do no dmg. If you build Morello first item for dmg/cdr/regen you get one shotted by everything on the map because you're squishy beyond belief and have no cc to punish dives, plus your e is garbage and barely gives you even the shield now. If they wanted to turn him into strictly a poke mage they should have rebuffed his Q, instead of leaving that nerfed to smithereens on top of all the other nerfs he's received. if they wanted a long cooldown on Q, maybe they should've compensated his range again, since people just walk out of your spells like they did in 5.3. People just evade the wall, walk through it, jump over it, dash over it too now - it's a garbage change if you're an Azir main. And it's insulting on top of all the other crap this champion has gone through. Nerf Azir, but don't make him unplayable for the second time this year.
