People afking in low level games

So there are people that place a pink ward by the golums and just auto attack it to cause it to reset over and over again. This allows them to afk while still getting the IP and XP from the game.

I sent in a ticket reporting one of these players. Screen shotted her doing it. Her match history is full of him doing it. This ticket was submitted over a week ago. While I've gotten the generic copy/paste result, nothing has been done to this player. I see her continuing to do the same thing.

My question is why is this not punishable? I mean, they were given 100% proof of this player afking to IP/XP farm and did nothing. So obviously this behavior is ok to them. I would love some clarification as to why this is allowed.
