Rylais needs a nerf

back to patch 5.13 where ryalis got buffed to where it is now

This thing is so oppressive if you are not a top lane or jungler with tenacity. Azir is still obnoxiously strong despite his minor nerf and the new vlad is just as cancerous as he's always been, but ryails puts this over the top. I know there are other champs that abuse this mechanic, but they slip my mind currently. Please weaken the slow on this. Am i alone in this thought or does anyone else agree?
