Janna Q bugged or working as intended?

So I often times have cast my Q with Janna with just enough mana for that ability and as I Q again right away to release the tornado sometimes it wont do it. It almost feels like even though it doesn't need mana to recast Q the game still expects you to have it.

Anyone else seen this?
