WHY isn't Banshee's Veil an active?
Would be much more engaging a concept if players had to time their spell shield usage.....

No. That gets rid of the counterplay to Banshee's Veil (using a lower cooldown, weak spell to pop it, then backing off and waiting for cooldowns to actually all in). This would allow carries or such people to literally ignore the low cooldown spells in favor of completely negating their powerful ones (I'm sorry Karthus, you didn't want your ult to land, did you?).
This would be a good thing in my opinion.
Because no one would buy it over Spirits Visage.
