Never take wraiths as a top laner. Wolves give more exp and gold, and deal less damage to you.
If you're ambitious, you can buy ruby crystal+cloth armor, but you'll be short on regen. Course you do have your Q...
Anyway, the rule of thumb is, if you have a weaker level 1 than your opponent, you take wolves. If you have a hard level 2 spike, take wolves. If you're a stronger late game champ than them, take wolves. If level 1 is risky? Take wolves.
DO NOT take wolves if you're stronger level 1. If they try to take wolves, attempt the Wickd method- run behind the enemy tower at level 1 and tank up the enemy minions for a few seconds, repeatedly dropping/reacquiring aggro by walking in and out of the bush in top lane. Do this until your 1st wave will reach their tower before theirs arrive, and then release them. Do not attack the minions at all.
This will cause the entire first wave to die to tower before they can TP up, as well as 1-3 of the 2nd wave to the enemy minions, depending on how fast they take wolves. It'll also put on a freeze for you, which can be really really nice. That will keep you even or even ahead in exp, you'll get more gold, and they'll have used TP while you won't have. Just have to be careful to make sure the enemy jungler isn't starting top side when you do this. and move in late (~1:40 or so)
