So when is fervor getting nerfed?

funny thing is people cry about the damage and ill agree the masteries is the biggest reason why but when typical team comps consist of something like this there :

there is nothing but damage

The masteries need to be nerfed. But the game's damage overall also needs to scale back a little.

Or the champ that builds 3 tank items and gets a third of his damage output through fervor.
