Because Warmogs is suboptimal on him due to it having no actual utility for the team and Protobelt also only benefits him in an AP build.

Offtopic: Am I the only one that finds it weird that Protobelt uses the "Will of the Ancients" icon if you hover your mouse over the thread title to get a preview? It's the same for Poppy, it uses her old icon.

There's this site called probuilds.net that tells you what the pros build on whatever champion u choose, you could just search Bard. I don't play much of him so I can't give any tips, al though my gut tells me that Warmogs is outclassed by other items, and Protobelt wouldn't fit around his waist. :L

If you want a really fun build, why don't you go Lichbane + Ludens Echo, collect those meeps and then boom!

you apparently need all the help you can get if you think warmogs is in any way, shape or form a good buy for him. He is not a tank and has no need to ever get 3k HP. At least AP bard has some use but tank bard? he is just going to get ignored due to his only use being a very unreliable stun and his ult

oh you mean super garbage build? Bard does nothing as a tank. He has no use as one. You can build him but you won't deal the same damage as AP bard, you won't heal the same as one or even the same as utility bard for that matter. People will ignore you since you have zero presence after using your ult that you more than likely used at the start of the fight. Go ahead and build AP tank bard, not going to do much specially if you think warmogs is still a good choice on him. There are way better items for him if you really want to go a tankier route

But AP Tank Bard won't die the same as AP Bard. Also I'm already building warmogs on him because I don't like dying in 1 second.

then you are playing him wrong. You can build warmogs won't mean jack. item 3030 is a much better item for Bard, Protobelt is a much better item for Bard. Bard has no use to being full HP due to how little he does if he builds tank. There are plenty of AP items that give AP + HP/resistance so why not go for them? item 3001 item 3116 item 3151 item 3157 item 3027 ? all much better items than warmogs ever will be on Bard since they actually do something for him other than "you get HP and some out of combat sustain if you reach this HP threshold". Hell a goddamn item 3065 is a better item on bard than Warmogs
