Lets think abstract. If you have a tanky champion, who builds full, complete tank: do you expect him to deal any damage? no, of course not, because he is building tank, meaning he expects to tank most of the damage for his team while letting his teammates deal the damage because THEY built damage. now lets get back to voli bear, a tanky champion, who builds full, complete tank: does he deal any damage? yes, yes he deals more damage than both adcs and assassin midlaners... CONSISTENTLY. thats the word you're looking for, rioters, huh? CONSISTENLY. volibear is broken in his damage scalings, if he is building tank, he shouldn't be dealing any damage. if he is building damage, HE SHOULDN'T BE A GIANT, 4k HP TANK. nerf the guy, while his abilities are good, their scalings are just too fucking broken, they're too fucking high to be considered "balanced"

He already has nerfs on the PBE.

Also, you don't seem to know how Juggernauts work or how they are balanced. I would advise learning before complaining about them on the forums again.

If tank with soft CC like Volibear didnt actually have damage, why would he be of any threat?

Mundo does damage despite building full tank. Or rather because he builds full tank.
