Rework Casseopia and Ekko interactions

[zombie-brand-mindblown] Casseopia's new ability 'grounds' characters and they are unable to flash or dash our of it, that is understandable. So is the interaction with Ekko's dash. But what doesn't make any sense, is how Ekko is not able to ult while in it. When Ekko ults, he travels through TIME, not space. therefore casseopia's ability should have no effect on it, but it does. The purposed 'balancing change' is to see in what dimension an ability affects other characters, and if the ability inhibits the characters from moving in a certain spacial dimension, it should be allowed to move in another dimension, such as Ekko's ult .

Riot prefer clarity over thematic resonance. No, Ekko doesn't move on the ground with his ult, but it's still a movement ability in game so the best way to make Cass's interactions obvious is to make no exceptions. It's like how Yas's Windwall blocks a variety of abilities that aren't thematically "projectiles" (e.g. Braum ult) and Azir's wall blocks Rek'Sai's burrow despite her moving under the wall thematically.
