The "Good Enough" Veigar
Let me say that I DO want criticism on this. If we all pitch in ideas, this could be a lot better than just myself, alone. Go here for live values: http://leagueoflegends.wikia.com/wiki/Veigar
Passive: (as it is on live) gains 1.5% mana regen per 1% mana missing
Q: Baleful strike (i understand that it was better as a point and click, but they won't change that back, so i guess the live version will have to do)
W: Dark Matter Live values with a few changes Radius of area covered raised to 150.00 from 112.5 Fall time lowered to .75 sec from 1.2 sec AP Ratio reduced to .8 from 1.0 (ill get to it in a second)
E: Event Horizon As it is on live with a few changes (remember it takes .5 seconds total to form) Any enemy inside Event Horizon, without touching the walls, including before it is formed, takes an additional 20% damage from Veigar Any enemy inside Event Horizon, without touching the walls, including before it is formed, deals 20% reduced damage to Veigar. Touching the wall will result in a 1.5/1.75/2.0/2.25/2.50 second stun. The damage boost and reduction to and from Veigar will end after Event Horizon's duration ends or if the enemy touches a wall.
R: Primordial Burst Live values except one thing. AP ratio up to 1.2 from 1.0
Explanations: The first thing i would like to explain is that we will not get the old Q or old E back. I know we all want it back, but it wont happen, so try to make the most of it.
I left the passive and Q alone because they are actually alright. They are both capable of dealing damage and farming. Personally, i would like to see its AP ratio raised to .7 so that it can be usable as harass, but if they fix the w, there won't be too much of a need for that.
Onto the W. I made it bigger and lowered its drop time. It is very possible that i went too ham on it, but it needs to be able to hit 100% of the time if you target it perfectly. chogath's rupture has a smaller trigger time and much bigger range (375 i think) so it is possible i actually didn't go far enough. Other things that could work would be to give it a slow. or give it decreasing damage the farther you get from the center.
The biggest change i have is for the E. This is what we need. A reason that trapping someone inside the circle is better than stunning them. the damage modifications effect ONLY Veigar, so it cant be used as a support to boost your ADC's power. it would be great in mid lane to handle those that dive on you but leave counter play for if you get ganked. if the enemy is also fed, then they will still be able to out damage you, especially if you don't have your ult. This would also give a good compensation for the dfg removal. we all know he didn't need it, but you said you would give one, here it is, solving multiple problems.
And the boosted damage on his R is to make up for the damage lost on W. If Dark Matter is going to be reliable, it can't hit as hard, but this will allow Veigar to still burst people that tread to close. It also gives a nice window of opportunity for when his ult is down to fight him.
