Tournaments?
Just wondering if Riot would support something along the lines of ranked 5s tournaments for all levels of play and have them play each other based on the league they are in?

yes they will support it but its up to outside sources to put it on and to host it, however riot will happily advertise through the website and client along with it being sanctioned if they are approached.
