Honestly what happened to him? I do not play top and don't play much actually, But when I started 2 years ago he was one of the most annoying champions to play against. And I haven't seen him being picked in months ...

I still love singed. He's a risky first pick for top lane right now though just because of all this adc top lane stuff going on right now. Plus adc's do a good amount of damage on him right now. I haven't seen Sirhcez the Singed God play him in ranked this season so I think that says something.
Hopefully Riot can give him the love he needs.
the problem is you can't pick him if you don't know who your opponent is. i mean you can, but you are gonna risk too much. and even if you are last pick or anything, they are probably gonna pick some cancer aids champ that will make the singed player break their screen
He hard-counters some top-lane picks, like

, but Speedyr's existence is kinda pushing out his role as the fast, tanky split-pusher. He's by no means weak, Dark Seal + Refillable Potion gives him surprising lane sustain and damage, but he's very susceptible to counter-picking. Some match-ups literally the only thing you can do is let them push, fling them under tower, then run past them and proxy as much as you can. Though if you just ban 
and 
every time, he's relatively safe, because all other lanes he can at least live through, though some, like, Nasus, are basically just "waiting for them to get MR and now I am literally just a gnat". And even if you go 0/8, just remember you can get fed off minions.
Also he needs an actual passive.

If you check the bush between the two top lane turrets on your side of the map, you'll find that he's waiting in there to farm the next wave.
The only thing that could have made him weak is people learning to not chase him. Considering people STILL TO THIS DAY continue to attack tanks, I can only assume that this is not the case, meaning he isn't weak.
I love Singed, but as others have said he has too many bad matchups in top lane right now.
Its the minion ai change. Before, Singed could enter your base and farm the 3 lanes at once, he could die 20 times and not care because he would still outfarm everyone, now minions go back to their lane faster as they chase a lesser distance.
Game tweaks made him less annoying.
Singed is not only weak right now due to the ADC Tops, but he also is a little boring to play after a while. You have to like who he is lore-wise and the whole "Chase me and die" thing he has or else you will never like him after a couple matches.
