Add indication that a Rioter has seen a post in "Report a Bug"

I don't think its very helpful for the "Report a bug" feedback that summoners don't have idea if they actually contributed somehow with the report.

So i suggest two features:

1. Add indication to the "Report a bug" section if a rioter has spend more than 5 seconds in an active browser tab. The indication can be just color change of the views counter or the text "views" in the counter.

2. Add a check in with 2 options for rioters:

• "Got it"
• "Insufficient info"

I think this will be wry helpful.
