I'm curious what champs are available to new players. I don't think that it's necessarily just all the 450 IP champs either, but it might be. Anyways if someone has a smurf or whatever please let me know. I googled it and didn't find anything. (Yes, google is a verb; eat it, Google(tm)).

new players do not have access to the free rotation till like lvl5 ?
