Frost queen's claim and minions

instead of repeatedly nerfing this item by reducing the AP value and mana regen because it's a bit op on supports and very OP on midlaners, here are ideas on how to balance this item. -active unavailable if your creep score is above 100. -make the active unavailable if you recently killed a minion( like the passive's gold gen ) for 15 secs It's kinda sad how this item made for aggro supports gets nerfed because every mage is abusing it. Any idea on how to balance this items to make it appealing for supports but not midlaners?
