You can always ward deeper in her jungle, red, blue and raptors.
that is in many situations far too dangerous. at least on top lane you have to go deep into the enemy jungle and ward at least 2 spots at red, and the golems.
you take the risk of randomly running into her and getting boxed in by her and the enemy laners. the next problem is, that it takes valuable time away from the lane in which your opponent farms or pushes creeps into your turret.
even if you do, as has been stated. she does the camp and then disappears. you dont know in which direction she went. could be a couple of minutes before she pops up somewhere else on the map and you know youre safe. or she might just suddenly pop up in your face.
the windows at which you can ward the enemy jungle safely are too rare, and you wont find them very early on in the game, where her ganks hurt the most.
and that still doesnt guarantee, that she just doesnt come walking up the river and ganks you without going through her jungle and doing camps first, or she may just walk through the lane.
against any other jungler you can usually ward the river entrance to your lane, and the lane bushes if you want to be sure not to get ganked. you will also see the enemy jungler pop up on wards of your team on other spots of the map, which can be important information.
if the enemy jungler is around bot lane, you can make an aggressive play on your opponent without being worried about getting baited into a gank. in case of eve, you always have to assume that shes around and the best strategy is to basically play passive the entire time.
really all we have to do is some ability to ward properly against her.
