It will come later. Even all AD champs were not done in a single pass.

The one time +5 damage isn't a meme

Pretty sure they treated everyone as if they had MR blues and all ap champs as having mpen reds, so they just removed both. So opponents will have net -1 effective MR early and net +2 after void staff under those assumptions. Granted, a lot of champs ran other blues like cdr, ap, or MR/lvl, but overall should be mostly the same.

Most runes give at least some damage, so they have to make up for that somehow.

If we're being honest, we all know that the first patch of the new rune rollout is going to be unbalanced in some way. There's no way that Riot could've considered everything for the 130+ heroes or however many we have now. There's going to be some combo that's broken, or some bugs that break match balance, etc.

Compensation buffs, when runes get replaced the difference in stats will make last hitting/first jungle clear feel worse because of the reduced ad/as etc from runes, this is to ease the transition somewhat.

Imagine being an adc (or toplaner) and hp levels you used to be able to last hit minions on instead leave them w/ a sliver of hp, and deny you the gold, would feel really bad.
