At what rate does Sterak's Gage scale at?

Ok I'm really confused here because after looking at I may have found a bug or I'm and idiot and not understanding how it works.

I was playing game and I first build as now after it went off the first time it raised my base Attack Damage by like 3 or 4, but later on in the game I was checking it both before and after it was activated to find that it only raised my AD by 1 point.

Is this a bug or is there a cap to how many Stacks you can get of this item?

item 3053 works by increasing your current base AD amount by 25% (the damage you have before adding your damage from other items(which leads to an interesting interaction if you buy multiple)) and increases it by a further 25% while it's passive is active. when activated it does not increase it permanently however so when it deactivates you lose that additional 25% damage and therefore only see the damage go up by 1 is because you probably leveled up while it was active.

this item does not have a stacking mechanic. the number you see on the buff bar is the amount of damage you have taken in the last 5 seconds from all sources. it's just to help you see if you are taking enough damage fast enough to activate the item.

I have no idea what you are talking about. Shouldn't it raise your AD by like 10 - 40?
