Riven Bug and Current State

Since i think patch 6.9 there has been this bug thats shuts off her E for a while and i don't know the conditions thats turn them on or off but i just wanted to address that. Also i wanted to ask the community (Specifically Riven mains) how they feel about riven current state in the game and do you think she need any changes.
