Rek'Sai burrow knock up interaction with enemy CC

Should it be possible to alter Rek'Sai's status between being burrowed to un-burrowed?

Specifically in a game I was playing Blitz, and I landed a hook of a Rek'Sai, who was burrowed. Blitz' kit is centered around pulling them in, and knocking them up. However what would happen repeatedly is that I would pull in Rek'Sai and then Rek would knock me up. This seemed to be a situation where Blitz' entire kit became null against Rek.

Now this is in no way saying to nerf rek's knock up. But rather a question on how is this interaction suppose to function, and if it should favor Blitz in this scenario, and how does this interpret for other forms of CC?
