Is thresh now melee or range?

Just played a custom to check out some of the new items, in particular I was interested in feeling out

As always it reads "Range champions only" but then it also forbade me from even buying it.

Is thresh not a ranged champion anymore?

I saw he has new recommended items, Relic shield being his recommend starting item. So I thought well, maybe they change him to be a melee champ. doesn't make sense, but whatev.

So I bought Hydra because I thought it would be funny being able to cleave at a distance,

but I didn't get that passive, or activated ability on that item.

Is this a bug, or is thresh neither a range of melee champ now?
