Gangplank's passive is way too weak.
Either change it to a %-based damage, or allow it to scale with AP/AD. I'd prefer the first one, as it enables a "bruiser" style.
Also, I do appreciate the change on his ultimate. The reliability is nice.

It's incredibly strong during the early game. Gangplank can outduel almost anyone in the game at levels 1-3 due to the power of his passive.
It does scale down in the late game. But, even then, it's not a bad passive by any stretch. I mean, look at the numbers. It's 3+(GP's level) damage per second, and it stacks up to three times. At level 18, that's dealing 63 damage per second indefinitely as long as you keep auto attacking them.
That's not even talking about the slow, which is relatively modest on its own, but actually lets GP chase pretty well when you consider it alongside his own passive speed boost.
EDIT: just for the record, I wouldn't mind seeing GPs passive change (and I'm sure it eventually will be). It's not interesting at all--it's just pure invisible power. I'm just saying: from a numbers perspective, it isn't bad by any measure.At level 18, it's like, 1.5 sunfire capes worth of free single target magic damage, plus it slows.
It used to do a healing debuff, I'd like to see that comeback.
How is it weak? It's basically a built in version of red-buff that stacks. While it doesn't deal a lot of damage, its more about the slow.
The magic damage portion of GP's passive imo should be changed to an armor shred/reduction. Suddenly his build-pathing and late game scaling become much smoother.
I mean if Yasuo gets free 50% armor penetration (on top of everything else in his kit) I see no reason why GP can't get some free pen as well.
Please leave his passive alone it's fine. As a side note I liked his old ult better.
It's a perma slow. Whatever damage it does is a bonus. Honestly it isn't a bad slow either.
