The Rune Inspiration: Future's Market

The rune page, "Inspiration" is known as thee page for "Creative tools and rule bending", yet not everything on there feels that way. For example, Lets look at cosmic insight. You gain 5%CDR for all spells, CDR max, sum spells, and item CDR. The percentage is so small that is has little to no significance unless you're trying to stack and in order to stack in the first place, you have to rush CDR items in the first place. A better alternitave would that if you hit an ability you get a cool down % refresh for every usage that hits and can stack with previous passives that work the same you know... sorta like how ultimate hat used to work in the past. It may seem counterintuitive, but that is what a bending a rule would look like. Or another rule bender would be that you actually could stack UNIQUE passives. Anywho, I believe that I have quite a proposal for the "Future's Market" sub-rune. Instead of being able to go into debt when you buy an item you are gifted a % cirtificate for cheaper items (the percentage is up to the creators). That way, the sub-rune is actually viable for everyone and anyone rather than being for only specific champions.

5% is a pretty big diff tbh, thats one second between your q coming up or not. the problem with inspiration is that the good stuff is too good and the interesting stuff isn't interesting enough or else it's too good too, and then we have inspiration meta which is actually kinda fun but if your champ can't do it you don't get to play.

Cosmic Insight has a lot of significance. It's subtle, but having slightly shorter cooldowns can have a big impact over the course of the match. The fact that it raises your cap isn't meant to say "This rune only has value if you max out CDR", it's to make it so that you aren't losing value from the rune if you do max CDR. 15 seconds off of your Flash cooldown is nothing to sniff about. If you force a Flash with your own, you'll have yours back before the enemy. That's a big advantage.

Future's Market isn't very popular because it's in the same row as Biscuits. There's no competition with free sustain. It's actually a very useful rune on most champions, letting you hit crucial item power spikes a little bit early or even when you have a bad back can make or break a game, and at the very least, being able to load up on a couple of potions and a pink ward with every back is solid.

What the devs need to do is make the Inspiration keystones more accessible, and buff the minor runes that aren't free biscuits and boots. Nobody goes Inspiration primary because the keystones are too niche. People only really need those two minor runes from the tree.

This could be interesting, but I feel like in order to make this be not OP, you'd have to put a timer on it. Cheaper items for the first 10 minutes or something. Or give it a reverse-scaling % value. 10% off items in the first 5 minutes of play. 5% in the next 5 minutes. Lose another % discount after that every minute until it expires. Ballpark numbers, could be changed -- I don't balance games for a living. Just illustrating a concept.
