can we have ad ratio in his basic abilities? Kog only has ap ratio on his q w e and 0.65 ad + 0.25 ap on his ult.

Wait, what are you trying to say? you say they don't want us to play ap kog'maw, then ask for ad rations on his abilities.
It's intentional that Kog really only has the base damage on his abilities to work with. He's meant to be weak in the early game, very powerful mid, and pretty strong late game. By giving him abilities that, for the most part, don't scale in any appreciable way it allows his unique power curve to remain intact.
