Did lucian and tristana even get nerfed?

Nope. It's been a couple months that these 2 adcs have been dominating and still no nerfs. lucian uses his q to poke in lane through minions, nerf that not adding a little bit of mana on his e... and nothing has changed with tristana.. decrease attack speed per level but increase buff from q..

Think people have done the math on the Tristana changes and have concluded that she is only getting an attack speed buff in comparison to her former state under rapid fire at the level where she would have had to max Q first which has not really been seen besides BoRK rush builds. To Tristanas' maxing Q second, she will never have more attack speed than the non-nerfed version had. Plus her attack speed is worse at all points of the game without Rapid Fire whose duration got nerfed by 2 seconds as well. I'm not expecting to see Tristana when competitive play catches up with the patches, especially considering that the quarterfinals of Worlds have seen Lucian, Corki and even the 'overnerfed' Twitch given higher priority than Tristana. At which point Tristana will fade back to sudo-relevance

Lucian getting a mana cost back on his E will definitely have an impact on his ability to lane bully early on. Before you could use his dash just for the purposes of proccing his passive. Now doing that will cut into the mana pool which means less Qs he can throw out and possibly not having mana to use E to escape a gank or pursue a fleeing target. He'll still be good, but I think that nerf might have been enough to stop him from taking Tristana's spot in the ban chart.

The nerf to Tristana seems to be huge to me, and I don't even play her. It's a big hit to her attack speed at every single level. Because math.

Well, not all levels. If maxed first, she gets burstier AD quicker, losing 13.5% attack speed when it's maxed at level 9, but gaining 20% on her Q. However, she does lose another 1.5% per level after that, finally evening out and diminishing at level 14. This could theoretically shut down early games for Tristanas that rely on spell power early, but really, anyone who maxes her Q first is going to be ready to get their massive rampage started at level 9 now, should the range be enough to farm up some champs.

Tristana's Q is much more decision based and the window to punish is meant to be greater, but I think her range offsets that intention a little. She's still got two escape options on hand and has one of the longest max ranges in the game, and this may be a good start, but the thing about her is likely the resets. Katarina doesn't have the range Tristana does and gains resets, and that's sort of okay, but Tristana can rocket jump AGAIN and unload into you from a relatively safe distance. It's a problem. She's beatable, but it's a problem.

Lucian's Q is all about keeping the distance from the minions he'll take aim at. This doesn't mean I believe he's balanced, but the nerf to his E is a start, and honestly combined with his Q I didn't think it was fair it was manaless to begin with. He'll continue to be a strong laner and AD in general regardless of this and arguably he keeps his strong lategame for it too. They cut down SOME early laning mobility and we'll have to take it for now.

These two are just unreasonably dominant and I hope Riot figures out new ways to balance their power.

these are starts... why did it take 2 months for these little nerfs? they are still going to be the best adcs..

Because nerfing and buffing should not be knee jerk reactions, and just slapping number nerfs on champions is a good way to hit them too hard or in unintentional ways. Seriously, people claim they could do things better/faster than balance teams in any game without thinking that maybe the reason they're a little slow is it's not as easy as they think.

Has Riot ever been fast on the draw when it wasn't a champion that was OP on release? Lucian and Tristana haven't seen the last of the nerfs, I'm sure. The reset mechanic alone will make Tristana continue to be viable.

Actually Tristana got hit really hard on this last patch:

She gained 20%AS on her Q at rank5, but lost 27%AS at lv18... so -7%AS overall... so she's less of a lategame hypercarry, no matter what you do. AND you suffer to get there. You are crap early game, crap mid game and now, thanks to Rito, you are crap also late-game because there's no whay you'll be melting tanks with new Randuins in less than 5 seconds (Q duration). And good luck even reaching lv18...

Also, Randuins got buffed, which means tanky offtanks will be all over her and she won't be able to retaliate. She will have to concede.

The only thing she has going for her after all the recent nerfs is her range (nerf on E base damage, nerf on R cooldown, nerf on magic Burst at lv6 (which she has no more), nerf on AS%/lv, nerf on Q duration, Q dependance... so Vayne and Jinx are going to eat her alive...). And ultimately her range isn't way better than Kog (bio-arcane barrage), Twitch with Ult, or Jinx with rockets.

Instead of nerfing her, they should maybe balance the items that swifted the meta? (BF Sword end items, BotRK)

Tristana only got "good" because of the nerfs to Defensive Items like Randuins and the buff to BotrK and BF end items. Balance them back, and you'll see current Trist is crap.

I'll remind you the spirit of Tristana was to be average in early game (with her high based magic damage) until lv6/7, crappy in mid-game with her lack of power/range/AS... and MONSTER-LIKE in late game with her Range and AS.

Now she's just crap. Crap early-game, even more crap mid-game (snowball effect from bad early) and not-as-good-as-before late-game, good luck even getting there...

The mana cost removal on Q is what really necessitated these changes. Having Q up whenever you want at no cost had to have some drawback and they decided to keep her reliable flashy resets over it.

The point is none of their problematic abilities were addressed.. Lucians q dmg should be like caits less damage the more it passes through... and it should have a small dmg nerf....tristanas rocket jump should not reset..
