I literary ban this champ all the time now because it is so annoying to face. I would say of the last 10 Xeraths I have faced I am significantly confident only 1 was not using scripts. It is very obvious in low elo... The fact that this is an issue that to me is worth using my ban every time on is kinda ridiculous.

Video? Where are you getting those stats from? Are you sure it was a script and not you refusing to dodge? If they were scripting, it means they'd hit everything always and dodge everything always. How were they in low elo doing that?
Why on earth would any Xerath player script? It would probably be a disadvantage to him, considering his kit and how scripting actually works.
Disclaimer: I am an experienced programmer that understands how pathfinding, AI and automation of that sort works, scripting is not the "instant max skill" cheat that people seem to think it is. You have to be A; really bad, or B; playing very specific champions to get any benefit from automation.

Don't even know how you find that to be the case. Even when I don't play him at all landing all his skills within 1 second is easy as hell.
