With armor pen changes what is the best build for GP?

So I main Gangplank and usually do well with him and I've always went the build path that focused a lot of armor penetration because it seemed like the strongest way to build him after they removed crit chance from trinity force. Now that lethality is a thing I'm worried that this build path is not as good on him and I was hoping to get some insight from people who understand the changes well or have tried different builds with him.

My typical build before lethality was introduced was usually first followed by and typically had some variation of the combination of and either and reaching cdr cap through runes. From what I understand the lethality from youmuu's gives you the same amount of armor pen it used to but only at max level, so it's worse for most of the game. And now maw doesn't even have armor pen and has 10% cdr.

So would it be better now to go full on critplank again with a build like and add like to max out the cdr? Or something like and focus on lethality? Or something different?
