Did match making MMR got glitched ?

For the last month or two I always being teamed up with lower MMR players rather than higher MMR players. No matter if I'm on win streak or lose streak, no matter if I have more W than L or other time i have more L than W, it's always the same - being teamed up only with about 100 MMR lower players than I am. What it means, that for me to climb i get +14/16 MMR, but I lose about -22/24 MMR and so it been for a very long time.

Even after yesterday's 9/1 run, I still got matched up with 100 MMR lower players.

According OP.GG my MMR is 1543, yet I had Match of 1471 average, or so to say with number of Silver players (one of them was only 1381 MMR). How is this fair ?

Should I report it as a bug ?
