I understand that Xayah may be a bit strong (though I don't agree personally) and nerfs may be needed, but this nerf is quite excessive.
Not only is the total CD gone up for her W, it's at all ranks which will definitely hurt her late game as well. If anything, you should really nerf the damage or the cooldown on her E since you should definitely punished a mistimed E, rather than her W.

The only really interesting thing about her is setting up feather traps, if the feather pull has a really long cooldown then it stops being a really core part of her gameplay.
If they can nerf her without nerfing her E then I think that's the best choice.

True, her E is pretty core to her but the crit scaling on it is still a bit bonkers.
