Ingenious Hunter Effects?

Has anyone tested if the perk under Domination "Ingenious Hunter" affects items like Guardian Angel and Maw of Malmortius? I already know it affects items like Redemption and Mikael's Crucible. I just want to know if it affects the passive items as well.

active items only... this rune fully stack with an upgraded s ight stone makes hourglass and frost queen ghosts and trinket have a hella low cd

Upgraded sightstone should give 10 percent cdr to allow for flexibility
