What probably needs to happen if we want diversity bot/adc's in solo lanes

Adc's being strong with just gold means their laning will never be equal to another champ. A champ who needs levels, AND gold to scale will always fall behind a champ who just needs gold in a 2v2, unless the former snowballs hard. And the fact that they only need gold means they can't really be allowed to be viable in solo lanes. An ADC would likely have to be too strong in bot lane, to be good mid for example. (there have been some exceptions to this such as Lucian mid in the past).

Anyway, can't we change this by just nerfing every ADC item, and increasing their stats/lvl by a lot?

This would make the discrepancy between an ADC and a non ADC in the bottom lane less severe, and would additionally incentivize adc champs to take on solo lanes, as levels would now be beneficial to them.
