I often play support, and since the rune rework I've been noticing I fall behind in items extremely fast, even when our team is ahead and bot is winning lane. I just don't earn enough gold to be of any use at 30 min or later, and kleptomancy is just not an option on alot of supports.

No. It did leave. The gold income items already had gold voer time, and it didn't get buffed.

Like I said, kleptomancy is just not an option for alot of supports.
