Increasing gold income?

So there's been some complaints that adc's are too weak and maybe some earlygame champions and enchanter supports feel weak right now.

Previous posts say this is a result of first tower gold and gold leads being too big, one way to fix this would be to decrease the amount gold leads like first tower give but...

Why not increase passive gold income (the amount you generate without farming or kills)?

Gold leads still exist by the same amount but if there's more gold in the game, it should be worth a little less, but the gold from a kill is still there and can be used to still snowball (arguably getting a first big item earlier makes this easier to happen too...)

Crit ADC's should be able to get their crit items so they feel relevant earlier. Lethality adc's can still do their thing but their "window of opportunity" is smaller.

Every support enjoys extra income, but "enchanter / tank types" probably like it more so they can build their cheap items and use them.

Games overall get shorter.

There are possible bad side effects to this and I don't know how much passive gold income should rise.

This technically rewards turtling I guess which is arguably bad? Its invisible power so... it feels really hard to notice?

Maybe a game mode where we receive money faster can test this before actually putting it out in a patch.

I'm curious now as to why Riot chose their passive income to be what it is. If a red knows why could they respond?

I feel like that would compensate for poor play. making the time spent dead, being forced to sit under tower from early game pressure, or simply sitting in fountain not as impacting as it should be.
