I know that some people absolutely love the hamster of death, but his play style is honestly toxic (Pun intended). There's nothing more annoying for a auto-attacking champ to be matched against a Teemo, where the only way you can even dream of surviving in lane is by begging for jungle ganks (Which can end up turning into a double kill for Teemo if they walk across enough shrooms). There is a serious problem with a champion who can be super aggressive in lane with the damage over time on his auto attacks, but can be super safe by blinding you and running away at mach 2 every few seconds. I believe that instead of reworking champions who are in a healthy, although "boring," state (Shen) the champion update team should fix the parts of the game that make people want to rage quit and uninstall
