I have been saving up all my ip and have about 4100. I am thinking about maybe getting talon as he seems good. I am level 9 and have played with Ryze, Ashe and done some jungling with Kha'Zix. I don't have much experience but am a quick learner and would love your advice! Please comment what champion and why. Thanks in Advance.

Man, i wanted to help, but the champs you picked are kinda in meh spots right now, i never see heimer, or talon or MF. Kata is getting reworked soon.
Ide have to say pick between Renekton, Kha, or maybe just maybe Kata, depending on how good her rework is gonna be.

I'd recommend Renekton for top lane experience.
Other. Get Teemo and every one of his skins.
You should definitely check veigar out. He's broken strong and doesn't require much risk in lane. Get good at his stuns and you'll carry pretty much every game.
