Riot why? I can understand Sion because of his infinite health stacking and even that is really mean by why Shen? sure hes gonna build full tank bud you don't need him to have less hp at level 18 than Leblanc like that's just ridiculous.
probably because he has a passive shield that scales off health that can be up permanently if you play to full potential.
Tanks don't need high health scaling thanks to things like Strength of the Ages + scaling health runes which are standard on tanks. With that mastery, and scaling health seals, you can get up to 516 health, without any interaction in the game whatsoever aside from grinding levels. Combine that with the fact that tanks naturally build items that give health, they would be insanely overpowered if they also had good health scaling. Decent health scaling belongs to classes like bruisers and assassins, not tanks.
Maybe because his standard build gives him health with every item but boots.
Because Shen also deals great damage and arguably has the most frequent defensive steroids in the game that scale off health.
