Why do some lategame/scaling champions have ridiculous level 1 and 2?

Basically title. A lot of champions that are balanced around being item and level dependent seem to have really strong level 1 and/or 2, sometimes level 3, before smoothing out and actually becoming weak until level 11-ish. A few examples I can think of: Yasuo Irelia Fiora Jax I'm not saying it's impossible to fight these champions at level 1-3, or that they have the strongest level 1-3 in the game, but it does seem disproportionately strong compared to the rest of their power curve.

Does anyone else feel like they're oddly strong right at the start of the game for something that's supposed to be weak early?

Because the game is more interesting when there are weird power curves.

They're so strong early I first thought they were early champs lol Then the late game arrived and I got the message :) I think Fiora's early is not as strong as the others but that's just an impression, I haven't played much against her.

Jax has a level 2 power curve? You getting W or Q? W is just an auto reset with a bit of damage. It’s nice, yes, but you don’t get to utilize it in a fight more than once or twice in an early game skirmish. Q is just a leap with a sprinkle of damage attached. There’s plenty of stronger level 2 fighters

Because runes. Imagine them without conqueror. They've flat ad increase AND have added damage through 20% true damage.
