why are items nerfed/ need to be nerfed when only one champion can abuse it

Iceborn Gauntlet is currently a huge problem but its only really being abused by ezreal, and the same happened to runeglaive when it was out. Now i havet been around too long (only started playing in preseason 5) but i have heard horror stories from the past where other items were abused by ezreal.
