@Riot make beefy champs unable to buy lethality items

I just faced a lethality garen. Who went 17/1/4 .(more kills than all of our team or his team combined). This is not okay. The reason tanks are so strong right now is not because they are tanks. It’s because they can do more damage in a short amount of time. Garen, and any other champs that have mechanics that innately empower their tankiness , particular abuses this.

I suggest lethality items only be buyable by champsions that the are meant to be used on. We already have a couple items that are melee and ranged specific (hydras and runaans) , please take it a step further to balance this.
