why, why for the love of any reason would you nerf that? it scaled up as you leveled, it was a mastery for those that would take a slight to out right dmg( ie Thunder lords, which has been dominating and picked almost every game) to a slight increase in sustain for early that increased as you leveled up. personally would take this on Nasus since it also went up with q stacks..... Stop nerfing the good masteries that can(if in the hands of the right player) can out do thunderlords.... just like you took out the bond of stone( used to be flat 4% damage reduction, then 8% when a teammate was around) that no one picked (save a few supports that understood what a tank was) Its getting old the nerfing things that don't need it yet leaving alone the things that do (lethality+ armor pen, true dmg(vayne) ) certain champions thunderlords procing after about 10 seconds instead of 30....fixing things that are obnoxious or not working right in the first place would be great.....

I like the new Warlords.

Thunderlords is used on Burst Champs, not usually everyone. It's starting to feel like every keystone can now be useful on the right champs.

Warlords is still good on ADCs Fervor is good on attack speed champs and ADCs Deathfire touch is good on DPS Mages, certain AD champs

Surge is good on champs like Nasus and Ryze, champs who do chuncks of damage and want that MS Thunderlords is good on burst champs Wind Speakers is good on enchantress supports

Grasp is good for bruisers who want lane dominance CoC is good on hard CC teamfight oriented champs Bond is good on Supportive tanks.

Nerf? For almost every champion that takes it (ADCs especially) this is a buff because the raw AD isn't affected by armor. Yes, it sucks for Nasus but on the whole it is a buff.

Pretty sure it's a buff.
