Every support has different capabilities. In the Enchanter roster, Janna and Soraka pretty much can't deal damage, Nami and Lulu are in-between, Sona and Bard can hurt like hell. Of course this isn't an absolute and full AP Lulu especially could be a thing, just like Locket/Redemption Bard, who'd also be unable to deal reliable damage.

People who want to play durable supports have the Warden and Vanguard champions; Leona, Alistar, Thresh and Braum, for example. It's all about options. Supports were always a choice between pseudo-mage or pseudo-tank.

That said, my opinion is completely opposed to yours. I'd rather pump a far greater amount of stats into champions so that they remain kit-reliant instead of having them rely on weaker item's strong actives to be relevant. AP Sona is by far the greatest example of this, once AP-boosted, she provides easily as much as anything your typical support build can provide, but adds herself as a threat to the enemy team.

What good is Durability if your not a Warden or Vanguard? Without that utility, you don't make the best use of tank stats.

As for that Sona build. I should remind you that were talking about a support. If a support had enough gold to build a death cap, something went very wrong. As for Lichbane, that's more a problem with the item than with Sona. Since the sheen proc happens after spell cast, it has the potential to give offensive power on a non offensive ability.
