Stormrazor is a problem item because it's a short term solution to a bigger issue.

When damage overall increases throughout all roles with the addition of keystones and a large amount of small buffs to champion damage, suddenly gutting crit items (even though they were very strong alongside support items) did leave marksmen feeling subpar because they were the only ones at the time receiving heavy damage nerfs.

Those changes ultimately were a step in the right direction. But the balance team didn't decide to do quite as big a pass on any other roles (bruisers got some slight reductions in steraks/triforce, but not too much).

Rather than taking the time and effort to go through each other role and balance out their power spikes/outlier champions, they decided to give marksmen an item that essentially undid the previous changes - they gave them an item that lets them spikes very early.

So what was the point of the adc item changes if you're not going to bring other roles in line and just release an item that causes the same problem that you tried to fix?

Probably because they don't know how to fix the problem. I have mixed feelings about Stormrazor, as I know it's currently too strong on the champions that like to build it, but at the same time there's nothing that can really replace it if/when they decide to bring out the nerfhammer.

I know Riot doesn't balance around 3v3, but Stormrazor is a literal godsend for crit marksmen on that map, since you need items ASAP to deal with champs like Darius/Olaf/Graves, who are strong from the get go, as well as all the assassins that are commonly played there. Without Stormrazor marksmen will go back to being in the gutter on 3v3, aside from Graves (who gets to do whatever he wants because his kit is overloaded, overtuned and Riot doesn't seem to mind).

I think instead of making crit items cheaper, they should reduce the price of items like item 3072 item 3231 item 3508, which would give marksmen a chance to fight back without reaching critical mass with one item completed.

item 3095 currently runs into the same problem as item 3153, where it does too much and has to be somewhat undertuned in order to not be problematic. If they lowered the AD by like 10 or 15, I think it would be in a much better spot.
